A system to deliver a therapeutic agent to a vessel wall of a body lumen, comprising: (a) an expandable member having a distal end, a proximal end and a working length there between; (b) a first compound disposed along at least a portion of the working length for intraluminal release therefrom after inflation of the expandable member; (c) a second compound disposed along the portion of the working length of the expandable member, the second compound capable of crosslinking with the first compound; and (d) at least one therapeutic agent disposed along the portion of the working length; wherein at least one of the first compound and the second compound is a hydrophilic polymer functionalized with reactive functional groups, wherein the first compound and the second compound are configured to crosslink with each other upon inflation of the expandable member against a vessel wall to temporarily retain the therapeutic agent at the vessel wall, and wherein the functional groups are selected from the group consisting of hydroxyl, carbohydrazide, NHS, acrylate, methacrytate, amine, thiol, and vinylsulfone groups, and combinations thereof.
