The present invention relates to a packet blocking device and a packet blocking method based on an IP address and position information. The packet blocking device according to the present invention comprises: a receiving unit for receiving a packet having a header including a source IP address, a destination IP address, and transmission position information; a storing unit for storing information on a position of a blocked area, which shows an access blocking area; and a control unit for blocking the packet when a transmission position of the packet corresponding to the transmission position information is included in the access blocking area.
