PROBLEM TO BE SOLVED: To provide a gas diffusion layer for a fuel cell in which resistance to fluff is never impaired, while ensuring adhesion of a conductive porous layer and a catalyst layer, and gas diffusivity of the conductive porous layer sufficiently, and to provide a formation method thereof.SOLUTION: A gas diffusion layer for a fuel cell includes a conductive porous layer 21a consisting of porous carbon formed so that distribution of void ratio along a direction of lamination with a membrane electrode assembly 10 is substantially uniform, and PTFE resin arranged while being dispersed entirely in the carbon. When ratio occupied by a surface not covered with the PTFE resin but exposed, out of the surface of the carbon is defined as exposure rate, the exposure rate of the conductive porous layer 21a on a cathode electrode 12a side is higher than the exposure rate of the conductive porous layer 21a on a diffusion layer substrate 22a side. |
