PROBLEM TO BE SOLVED: To provide a bag unpacking device and a bag unpacking method by which bag bodies such as a flexible container bag which stores a product to be processed can be efficiently and continuously (massively) unpacked and taken out.SOLUTION: A bag unpacking device 1 is equipped with: a cutting unit 10 which includes a cutting part 11 having a cutting blade 11A and a heating part for heating the cutting blade 11A; and a moving part which relatively moves the cutting unit 10 and a bag body B which is so disposed as to face the cutting blade 11A in opposite directions thereby bringing the cutting blade 11A into contact with the bag body B. In this bag unpacking device 1, the bag body B is relatively moved and brought into contact with the cutting blade 11A of the cutting part 11 heated by the heating part, whereby a surface of the bag body B is fusion-cut by heat.
