<p><P>PROBLEM TO BE SOLVED: To improve failure determination precision of a thermostat, related to a technique for determining failure of a cooling system of an engine in which cooling water is supplied to an air conditioner. <P>SOLUTION: When an estimated water temperature of the engine is equal to or higher than a first threshold (YES in S100), it is determined in S102 whether an actual water temperature of the engine detected by a temperature sensor is equal to or higher than a second threshold. When the actual water temperature is equal to or lower than the second threshold value (YES in S102), the amount of cooling water used by a heater of the air conditioner is reduced in S106.
