PROBLEM TO BE SOLVED: To provide a method for producing a fuel cell electrode catalyst arranged by use of a transition metal (e.g. titanium) and having a high catalyst active property which includes a thermal treatment at a relatively low temperature (namely, without a high-temperature thermal treatment (sintering) step).SOLUTION: A fuel cell electrode catalyst is obtained by a producing method comprising: a step 1 of obtaining a catalyst precursor solution by mixing at least a transition metal-containing compound, a nitrogen-containing organic compound, and a solvent; a step 2 of removing the solvent from the catalyst precursor solution; and a step 3 of performing a thermal treatment on a solid content residue obtained by the step 2 at a temperature of 500-1100°C, thereby obtaining an electrode catalyst, in which part or all of the transition metal-containing compound consists of a compound including, as a transition metal element, at least one transition metal element M1 selected from elements of Groups IV and V of the periodic table. In the fuel cell electrode catalyst, the proportion of the transition metal element, carbon, nitrogen and oxygen forming the catalyst on the atomic number basis (Transition metal element: Carbon: Nitrogen: Oxygen ) is 1:x:y:z (where 0<x≤7, 0<y≤2, and 0<z≤3). |
