PROBLEM TO BE SOLVED: To provide a control device capable of preventing an unlawful workmanship, in which a control substrate is entirely replaced by a modified article, and a game machine capable of being hardly subjected to an unlawful deed.SOLUTION: A game machine comprises a control device 7 having a control board 10 accommodated in a substrate box 8. When a player side is located on the front whereas the reverse is located on the back side, the substrate box 8 comprises: a front side base body 17; a transparent cover body 18 having a rear surface member 24 confronting the base body 17 and enclosed by peripheral frame parts 25a to 25d, and confronting the base body 17; and sealing means 14 sealing the two and required to be broken for releasing the seals. The control board 10 includes: a circuit board 13; and an electronic part 9 having a ROM 90 mounted on the former. Moreover, the control board 10 arranges the ROM 90 in the region 15 of the circuit board 13. The cover body 18 is divided to form a removable cover 23 and a stationary cover 22 for covering the region 15. Moreover, the stationary cover 22 is mounted on the base body 17 by fixing means having no removing means, and the removal cover is mounted on the base body 17 by the sealing means 14.
