<p><P>PROBLEM TO BE SOLVED: To provide a developer regulation member with a coating member on a thin plate, capable of easily removing only the coating member from on the thin plate, and a development device including the developer regulation member. <P>SOLUTION: A developer regulation member 11 for regulating the amount of a developer applied on the surface of a developer carrier for carrying and conveying the developer comprises: a thin plate 111; a support metal plate 110 for fixing the thin plate 111; and a coating member 112 adhered on a contact part of the thin plate 111 with the developer carrier 8 by lamination processing and for adding electric charge to the developer.
