PROBLEM TO BE SOLVED: To provide a method of forming a porous layer on a surface of a metal base material to improve adhesion of a layer to be coated, which has a relatively simple process compared to a conventional method and can provide an anchor effect.SOLUTION: A provided method of forming a porous layer on a surface of a base material uses an electrochemical process using a molten salt and includes steps of: (a) preparing a molten salt bath including a metal B ion; and (b)immersing the base material including a metal A into the molten salt bath to form a porous layer comprising the metal B or an alloy including the metal B on a surface of the base material by a substitution reaction of the metal A and the metal B ion because of the metal A being more base than the metal B in the molten salt.
