Provided in the present invention is a fermented solution circulating fermenter providing a uniform fermentation condition inside the fermenter compared with a state that the fermented solution during fermentation stays still inside the fermenter, by circulating the fermented solution through repeating a process of moving the fermented solution produced during fermentation to the upper part of the fermenter through a pump and spraying the fermented solution inside the fermenter again. The fermented solution circulating fermenter improves quality of fermentation and reduces fermentation time by increasing the chance of a fermentation material meeting a fermentation microorganism, thereby rapidly treating a great amount of seaweed product produced within a short time through a fermenting process to enable easy long-term storage to help using discarded marine resources and improving a marine environment.
