The present invention relates to a high-speed device for spreading a fiber bundle which can rapidly and broadly spread the fiber bundle in the width direction by supplying fiber at a high speed, and to a system for manufacturing a spread fiber or continuous fiber-reinforced plastic composite material comprising the same. A process of manufacturing a composite material with the improved performance can be performed through the present invention. The high-speed device for spreading the fiber bundle comprises: a multi-roll-based spreading means for forming and discharging a first spread fiber; an air pressure-based spreading means for forming and discharging a second spread fiber; and a tension control means for controlling tension accumulated in the first spread fiber, and for controlling tension in the process of spreading the first spread fiber.
