This air conditioning control system comprises: a temperature measuring unit (21) which measures the temperature in a space (S); a skin temperature measuring unit (25) which measures the skin temperature of a user (T) in the space (S); a heat dissipation calculating unit (3) which calculates the amount of radiated heat dissipation of the user (T) from the temperature measured by the temperature measuring unit (21) and the skin temperature measured by the skin temperature measuring unit (25); a storage unit (4) which stores thermal sensation information indicating the relationship between predetermined amounts of radiated heat dissipation and thermal sensation; a thermal sensation evaluating unit (5) which uses the thermal sensation data stored in the storage unit (4) to evaluate the current thermal sensation of the user (T) from the amount of radiated heat dissipation calculated by the heat dissipation calculating unit (3); and an air conditioning unit (74) which air conditions the space (S) on the basis of the thermal sensation evaluated by the thermal sensation evaluating unit (5).
