Disclosed are an electronic device on a user equipment side in a wireless communication system and a wireless communication method. The electronic device of the present disclosure comprises: a communication unit, configured to implement device-to-device (D2D) communication under a cellular communication protocol with multiple user equipments, to directly send data and/or control information to the multiple user equipments; and a configuration unit, configured to configure, for a first user equipment and a second user equipment in the multiple user equipments, resources and a modulation and coding scheme (MCS) for implementing D2D communication between the first user equipment and the second user equipment, wherein the second user equipment is a candidate that the first user equipment implements D2D communication with, and the communication unit send information indicating the resources and the MCS to the first user equipment and the second user equipment.
