The present invention provides a dielectric dust-collecting filter, which includes a dielectric with a coating layer and thus is capable of degrading residual ozone, and supplies a reduced amount of voltage and thus remarkably reduces ozone production. To this end, the dielectric dust-collecting filter of the present invention comprises: a positive electrode for receiving voltage; a first negative electrode positioned on a rear end of the positive electrode; a first dielectric bonded onto the rear end of the first negative electrode; a second negative electrode positioned on the rear end of the first dielectric; and a second dielectric bonded onto the rear end of the second negative electrode, wherein the second dielectric includes a catalytic layer formed on the surface thereof.
