The present invention relates to a cost-recognizing base station device, a cost-recognizing user terminal device, and a cost-recognizing networking method, wherein costs are recognized based on a network congestion state to make a user select a proper networking service, thereby reducing communications fee of a user. In addition, a user can be guided to shift to a low-cost network having no congestion, thereby enhancing efficient operation of a network. The device includes a network monitoring unit; a cost packet processing unit for transferring a packet related to the network cost to at least one user terminal connected to a base station, according to the state of the network congestion which is monitored by the network monitoring part; and a packet transceiving unit.
