Whenever a resource allocation pattern PT is sequentially generated, a pattern evaluation unit 22 extracts a resource allocation partial pattern PP indicating an involvement state of an involvement transmission point which can contribute to a radio communication situation of a user terminal UE among transmission points TP per user terminal UE from the resource allocation pattern PT, calculates a lower-level evaluation value MT for the user terminal on the basis of the resource allocation partial pattern, and calculates a pattern evaluation value MTA by tallying the lower-level evaluation values MT of the user terminals UE.
