The present invention relates to a polymer membrane and, more specifically, to a polymer electrolyte composite membrane maintained with high-ionic conductivity and durability in high-temperature low-humidity conditions, to a manufacturing method of the polymer electrolyte composite membrane, and an energy storage device comprising the composite membrane. The polymer electrolyte composite membrane comprises: sulfonated graphene oxide, a first polymer having hydrogen ionic conductivity, and a second polymer having non-aqueous properties; and a dispersing agent.
