The present invention relates to an electronic certificate issuing and viewing system based on an exclusive viewer which generates a certificate original as a file of a public commercial view, includes and encrypts forgery and corruption prevention data and submitting place restriction information in the certificate′s original file, and can enable a viewer to view the certificate. The system comprises: an issue application processing unit which receives an application for issuing a certification from an applicant terminal; a certification content generating unit which generates an applied certificate content; a submitting place information generating unit which generates information for restricting a submitting place where to submit a certificate; a forgery and corruption prevention generating unit generates forgery and corruption prevention data for the certificate content and the submitting place restriction information; an original file generating unit which generates a certificate′s original file of the certificate content, the submitting place restriction information, the forgery and corruption prevention data in a file format of a public commercial viewer; an encryption unit which encrypts the certificate′s original file; and an exclusive view providing unit which provides an exclusive view which can enable a user to view the encrypted certificate′s original file. According to the system described above, the forgery and corruption prevention data and the submitting place restriction information are included in the certificate′s original file and are encrypted, and the certificate′s original file is restrictively displayed only by the exclusive viewer, thereby blocking illegal use even when the certificate film is transmitted. |
