The communication device 2 includes an appliance information acquisition unit 22 for acquiring information on the electric appliance 3. In addition, the communication device 2 includes a software acquisition unit 24 that transmits the information on the electric appliance 3 to the management device 1 and acquires software which includes a function module associated with the information on the electric apparatus 3 and which is for operating the electric appliance 3 from the management device 1.
