PROBLEM TO BE SOLVED: To estimate an OCV curve with high accuracy and low arithmetic load.SOLUTION: A deterioration state estimation device is provided with: a Q calculator, which has inputted thereto a battery, current, and battery temperature of a secondary battery, and which calculates a discharge quantity; an OCV (open-circuit voltage) calculator that calculates an OCV value; and an OCV curve estimator that estimates at least one OCV curve. A charge state estimation device is provided with an SOC (state of charge) estimator that estimates SOC on the basis of the OCV curve estimated by means of the deterioration state estimation device, and the OCV value.
