PROBLEM TO BE SOLVED: To provide a substituted polymer synthesis method and a substituted polymer synthesis composition by which a substituted type dehalogenation reaction can be created from a halogen-containing polymer under a mild treatment condition without applying heating treatment such as burning, to synthesize a substituted polymer having a high added-value.SOLUTION: According to the invention, a metallic compound having a photo-catalytic activity, and polyether are added to a halogen-containing polymer, and an ultraviolet ray is applied thereto.
