<p>The plate has a frame arranged to maintain a post (10), and a fixing unit (5) allowing fixation of the frame on ground. A prevention unit (6) prevents assembly of the post in the frame when the frame is not fixed on the ground by the fixing unit. A fixing unit assembling or disassembling authorizing unit (8) authorizes assembly or disassembling of the fixing unit such that the post is completely disassembled from the frame. The preventing unit and the authorizing unit are carried out by a single part and arranged to be inaccessible by users.</p> |
