This invention provides a base-station device, a terminal device, and a communication method that make it possible to implement an LTE-A system that, while minimizing interference from an existing system, improves throughput via carrier aggregation including an unlicensed band. This base-station device, which is used in a communication system in which a communication scheme applied to a first frequency band that can be used in an exclusive manner is applied to a second frequency band that is different from the first frequency band, is capable of using both the first frequency band and the second frequency band to communicate with a terminal device. Regardless of whether or not a second signal to be transmitted using the second frequency band is transmitted, the base-station device synchronizes frame numbers for frames in a first signal to be transmitted using the first frequency band with frame numbers for frames in the second signal. |
