PROBLEM TO BE SOLVED: To provide a vibration control device capable of reducing the size of an occupied space as much as possible and easily performing multidirectional unique period adjustment to enable reduction in response in another direction, and a building comprising the device.SOLUTION: A vibration control device B comprises: a plurality of vibration control pillars 3 comprising lamination layer rubber bodies (horizontal spring elements) 1, 2; connection beams 4, 5 constructed over the lamination layer rubber bodies 1, 2 of the plurality of vibration control pillars 3 so as to be connected to each other; a weight body 15 that is supported by the connection beams 4, 5 and is provided on the connection beams 4, 5; and an oil damper and/or rotary inertia mass damper 6 disposed so that one end of the damper is connected to a building A and the other end is connected to the connection beam 4 (or connection beam 5). |
