A method for reconstructing and recovering a cluster communication system based on LTE and user terminal are disclosed in the present invention. The method for reconstructing and recovering the cluster communication system based on LTE includes that: the first resource configuration information of the service cell in which the user terminal is located and the second resource configuration information of a neighbor cell are monitored, the first resource configuration information and the second resource configuration information being sent from the network side, the user terminal is configured with the first resource configuration information, and the second resource configuration information is stored; an RRC link and a service bearing are established between the user terminal and the network side; when the user terminal detects the abnormality of the wireless link, the user terminal determines a target cell among the service cell in which the user terminal is located and the neighbor cell, and sends a reconstruction request to the target cell, so that when receiving the reconstruction request, the target cell could initiate a reconstruction process to recover common services or both of common services and cluster speaking user service, and could recover cluster listening user services according to the second resource configuration information. A user terminal is also disclosed in the present invention. The recovery of the cluster listening user services is implemented when an abnormality occurs in the cluster communication system. |
