PROBLEM TO BE SOLVED: To provide an apparatus, method, and program for content reproduction information estimation which estimate a reproduction stop state in a terminal without modifying the distribution side (distribution server) and the reception side (reproduction terminal) in a system for providing service for receiving and reproducing content data distributed through a network.SOLUTION: A system includes: a distribution server 10 for distributing a content to a terminal 20 through a network; the terminal 20 for reproducing the content; and a content reproduction information estimation apparatus 700 between the distribution server and the terminal. The content reproduction information estimation apparatus 700 comprises: means for acquiring packet data to be distributed to the terminal from the distribution server, and storing the packet data in storage means; means for estimating an amount of data in a buffer in the terminal, on the basis of the acquired packet data; and means for estimating a state on reproduction of the content at each time in the terminal by comparing the estimated amount of data with a predetermined threshold.
