When information enabling estimation of work time for a circuit substrate as a work object by a substrate work system is input, the work time for the circuit substrate is estimated on the basis of the input information. Based on the estimated work time, a work plan including a work start time and a work end time for the circuit substrate is created, wherein the work plan for the circuit substrate is created in such a way that the type of the circuit substrate as the work object is not changed in a set time (tX1 to tX2, or tY1 to tY2). Thus, by setting a time period in which a worker who is experienced with the work is absent as the set time, the circuit substrate as the object to be produced can be prevented from being changed when the worker experienced with the work is absent. In this way, appropriate production of the circuit substrate by a substrate work machine is enabled. |
