PROBLEM TO BE SOLVED: To provide access prioritization for a base station.SOLUTION: A mobile communication apparatus for communicating with a base station includes: means for receiving first information for identifying a closed subscriber group (CSG) from neighboring cells; and means for transmitting a measurement report to the base station. The measurement report includes second information representing whether the mobile communication apparatus is a member of the CSG when the neighboring cells are cells of CSG members.
