PROBLEM TO BE SOLVED: To provide efficient congestion cancellation in a system which uses a distributed network controller.SOLUTION: A route determination device is a device in a communication system which includes a plurality of transfer devices, a plurality of processing devices and a control device, and includes an acquisition unit, a judgment unit and a transmitter unit. The acquisition unit acquires a processing time, which is a time required for processing a control message, when the control device requests a target processing device, selected from the plurality of processing device, to process the control message which includes a processing target packet. When the processing time exceeds a first threshold, the judgment unit judges the occurrence of congestion in either a transfer device, which is for use for communication between the control device and the target processing device, or the target processing device, according to whether or not the processing time exceeds a second threshold which is larger than the first threshold. The transmitter unit transmits a request message requesting to set the transfer route which is determined so as not to process the control message in the device having the occurrence of the congestion. |
