PROBLEM TO BE SOLVED: To improve compression efficiency by decreasing a code amount of a motion vector.SOLUTION: In moving image decoding processing, a predictive vector calculation system is switched on the basis of magnitude of difference between predetermined motion vectors among a plurality of motion vectors in a group of decoded blocks which is a peripheral block of a block to be decoded, a motion vector is calculated by adding a calculated predictive vector and a differential vector decoded from an encoded stream, and the calculated motion vector is used to perform inter-screen prediction processing. |
