The storage unit stores line data including the slope and curve between each predetermined location, and locomotive data including acceleration/deceleration characteristics. The operation curve generation unit is characterized by setting a plurality of deceleration segment candidates on the basis of the information between predetermined locations stored by the storage unit, uses a pre-set operation curve, line data, and locomotive data to determine the rate of change in energy consumption during a deceleration by a predetermined speed for each of the plurality of deceleration segment candidates, selects the segment having the greatest rate of change among the determined rates of change in energy consumption from among the plurality of deceleration segment candidates, and updates the set operation curve using the selected deceleration segment and a predetermined speed. |
