Disclosed are an application starting device and method. The application starting device configures at least one target time and at least one application identifier and establishes a correspondence between the target time and the at least one application identifier; when a target time is reached, detects whether a current network is enabled, and if the current network is enabled, starts a corresponding application according to an application identifier corresponding to the target time, and loads the started application on the basis of the enabled network. By means of the technical solution of the present invention, an application does not need to be manually started by a user, and can be started in advance and automatically refreshed; therefore, the user can directly browse the latest news without waiting for a refresh and the influence of the network in the current environment is eliminated because no refresh is needed; under WIFI coverage, an application can be automatically started in advance and refreshed by using WIFI, thereby further saving traffic for the user. |
