<p><P>PROBLEM TO BE SOLVED: To speedily detect a degree of deterioration which occurs when an encoded video signal is converted into a different encoding method. <P>SOLUTION: A video encoding method conversion device 1 includes: a decoding section 101 of a first encoding method for decoding a first video signal encoded by the first encoding method and generating an incompressible first video signal; an incompressible video signal temporary storing section 103 for storing the incompressible first video signal; an encoding section 102 of a second encoding method for encoding the incompressible first video signal by the second encoding method and generating a second video signal; a decoding section 104 of the second encoding method for decoding the second video signal and generating an incompressible second video signal; a difference video generating section 105 for generating a difference video of the incompressible first video signal and the incompressible second video signal; and a deterioration degree detecting section 106 for calculating a deterioration degree by conversion of the encoding method.
