PROBLEM TO BE SOLVED: To provide a belt cleaning device 75 capable of stably preventing growth of a toner lump inside a toner moving passage over a long period. SOLUTION: The belt cleaning device 71 is provided with a cleaning brush roller 76 and a cleaning blade 77 scraping transfer residual toner adhering to the surface of an intermediate transfer belt 61 off from the belt surface, and a casing body housing these cleaning members and receiving toner scraped off by the cleaning members. In the belt cleaning device 75, an agitator brush 93 having a rotationally drivable rotary shaft part and a plurality of raisings erected on the circumferential face of the rotary shaft part is arranged in the toner moving passage in the casing body.
