PROBLEM TO BE SOLVED: To provide an operator size the most suitable for a document to read the image thereof, to reduce memory capacity required for processing image data, and to shorten a processing time. SOLUTION: With respect to a part of scan data inputted from an input system 11, a preprocessing section 121 performs predetermined statistic processing based on Fourier transform or the like in order to determine the size of a dot. In the case where a dot image is included, the operator size is determined in such a manner as to be greater than the dot in accordance with a result of the statistic processing.
