<P>PROBLEM TO BE SOLVED: To provide a low cost compact EGR cooler having a small number of components. <P>SOLUTION: A plurality of flat tubes 1 having a bottom part blocking one end thereof are put in parallel and an opening of each is made pass through a tube plate 3. A waveform fin 2 is inserted in the flat tube 1 to form a core 4, and a casing 5 is fitted on an outer circumference of the core 4. An opening of a tank main body 7 with a partition 6 is blocked by the tube plate 3.
