PROBLEM TO BE SOLVED: To provide a technology capable of quickly transmitting information to a user. SOLUTION: An e-mail transmission control device includes: an HDD 17 wherein a mail transmission management table 100 making a first mail address of a prescribed user, an IP address of a user's terminal for receiving the e-mail of the first e-mail address, and a second e-mail address of the user associate with one another is stored; and an e-mail transmission processing part 14c which determines whether a terminal is connected to a network or not on the basis of the IP address of the user's terminal when transmitting e-mail to the user and transmits the e-mail to the first mail address when determining that the terminal is connected to the network and transmits the e-mail to the second e-mail address when determining that the terminal is not connected to the network.
