PROBLEM TO BE SOLVED: To provide a communication control system for reducing the consumption of the resource of an MCS, and for improving the maintenance of a program. SOLUTION: This communication controller is provided with a plurality of controllers; a plurality of terminals for executing a plurality of communication processes; and a load balancer having a virtual address for connecting the plurality of controllers to the plurality of terminals. Each of the communication processes comprises a plurality of communication threads, and the port of the terminal is assigned to each communication thread, and the load balancer transfers access from the controller to the virtual address to the port assigned to each thread.
