PROBLEM TO BE SOLVED: To provide a method, a computer and a program, for efficiently calculating the optimal whole optimal solution in a whole operation area based on a partial optimal solution. SOLUTION: This system 1 is configured to obtain the combination of a plurality of design variables configuring the partial optimal solution of each design variables calculated for each of the plurality of combinations of a plurality of driving states, and obtains the initial value of the combination of the plurality of design variables to be used for calculating the whole optimal solution, and an equation which should be satisfied by the plurality of design variables is solved by using a genetic algorithm based on the partial optimal solution and the initial value so that the whole optimal solution can be calculated.
