PROBLEM TO BE SOLVED: To surely lower the underwater level by allowing a drain pipe to communicate with a waterway in a landslide slope in an underwater drainage method in the landslide slope. SOLUTION: This construction method of a horizontal drain hole in landslide countermeasure works carries out steps of excavating the horizontal drain hole 40 from the ground surface of the natural ground by an excavating apparatus 20, disposing a horizontal drain hole protective member 50 so that a predetermined range of the horizontal drain hole 40 is an open hole, injecting pressure water from an open hole part of the horizontal drain hole 40 for a fixed time to allow the open hole to communicate with an underground water vein 60 in the natural ground, and disposing a drain 70 in the horizontal drain hole 40.
