PROBLEM TO BE SOLVED: To provide a spin-drying device capable of suppressing an increase in unbalanced vibration in rotating in a simple structure; and a washing machine having the same. SOLUTION: This washing machine 100 can rotate using a shaft extending approximately vertically as a rotary shaft, and is provided with an inner tub 120 for storing laundry including water, a balance ring 130 disposed around the circumferential wall of the inner tub 120 in the upper part of the inner tub 120 for retaining the water, and a chute 123 for guiding the water in the inner tub 120 to the balance ring 130 by a centrifugal force generated by the rotation of the inner tub 120.
