PROBLEM TO BE SOLVED: To provide a water-based coating material composition from which a multilayer coating film excellent in smoothness and image clarity can be formed and to provide a method for forming the coating film. SOLUTION: The water-based coating material composition is used as a first water-based coating material (X) to be used in the method for forming the multilayer coating film, which method comprises the steps of: applying the first water-based coating material (X) onto the object to be coated to form a first coating film; and applying a second water-based coating material (Y) onto the obtained unhardened first coating film to form a second coating film. The water-based coating material composition contains a copolymer emulsion (A), which is obtained by subjecting a monomer mixture (a) composed of 1-50 mass% polymerizable unsaturated monomer (a-1) containing a tertiary amino group and 50-99 mass% polymerizable unsaturated monomer (a-2) containing no tertiary amino group to emulsion polymerization in the presence of water and an anionic emulsifier (b), and a resin (B) containing carboxy groups.
