A phosphor containing a crystal phase having a chemical composition expressed by the following general formula [1], and exhibiting an average variation rate of the emission intensity of 1.3 or less upon excitation with light having a peak in the wavelength range of 420 nm to 480 nm, the variation rate of the emission intensity being calculated by the following general formula [2]. <?in-line-formulae description="In-line Formulae" end="lead"?>(Ln1-a-bCeaTbb)3M5O12 [1]<?in-line-formulae description="In-line Formulae" end="tail"?> wherein Ln is at least one element selected from the group consisting of Y, Gd, Sc, Lu, and La, M represents at least one element selected from the group consisting of Al, Ga, and In, and a and b satisfy 0.001<=a<=0.3 and 0<=b<=0.5, respectively. <?in-line-formulae description="In-line Formulae" end="lead"?>Variation rate of emission intensity=[(I(lambda+1)-I(lambda))/I(lambda)]2 [2]<?in-line-formulae description="In-line Formulae" end="tail"?> wherein I(lambda) is the emission intensity of the phosphor at an excitation wavelength of lambdanm, and I(lambda+1) is the emission intensity of the phosphor at an excitation wavelength of (lambda+1) nm.
