<p><P>PROBLEM TO BE SOLVED: To set a security key on a network to an in/out terminal unit with a read/write part for reading and writing information recorded in a recording medium, and to erase information for setting the security key, held in the read/write part after setting is completed. <P>SOLUTION: A security key setting tool is connected to the network between the in/out terminal unit installed at an in/out opening of a building or the like to read information recorded in the recording medium for specifying an individual, and a center device connected to the in/out terminal unit through the network to perform data setting to the in/out terminal unit.
