PURPOSE: A cement powder for lightweight foamed concrete in a lower subsiding form and a lightweight foamed concrete using the same is provided to decrease the depth of the subsidence, and to insure the cost saving through the cement powder for lightweight foamed concrete. CONSTITUTION: A lightweight foamed concrete in a lower subsiding form comprises: a cement powder for lightweight foamed concrete in a lower subsiding form including a cement kiln dust(CKD) 5~40 weight%, and send dust 2~10 weight%, a methyl cellulose 0.001~0.05 weight%, a high-condensate sodium salt 0.01~0.1 weight% of a naphthalene sulfonic acid formaldehyde based on the normal portland cement(OPC) weight; a water which the gelatinization ash weight ratio(W/B) is 50~70%; mixed slurry for 30~35 volume%; and a foam 70~65 volume% which is manufactured by using animal or vegetable surfactant.
