PROBLEM TO BE SOLVED: To precisely perform template matching even when brightness of an image changes. SOLUTION: A controller 104 compares a target image within a search frame set inside an input image where respective pixels have a luminance component and a color difference component with a template image A where respective pixels have a luminance component and a color difference component to calculate second similarity based on a value of the color difference component of the template image and a value of the color difference of the target image. Then, the controller 104 determines whether or not to perform template matching processing of the template image and the target image on the basis of a result of calculation of the second similarity and, when determining to perform template matching processing, the controller 104 executes template matching processing between the template image and the target image.
