PROBLEM TO BE SOLVED: To provide a temperature control mat of thin thickness and capable of sufficiently holding a temperature control pipe even when the temperature control pipe is placed while curved, and to provide a manufacturing method of the temperature control mat. SOLUTION: A floor heating mat 1 comprises bases 10-18 provided with pipe receiving grooves 2 on their top faces, a warm water pipe 3 as the temperature control pipe disposed in a state of received in the pipe receiving grooves 2, an auxiliary sheet 5 continuously stuck from top faces of the bases 10-18 at the circumference of curved sections 2a which is curved and extended, of the pipe receiving grooves 2 to top faces of small joists 30, 30', a soaking sheet 7 stuck to top faces of small mats A-H to cover the warm water pipe 3, the auxiliary sheet 5 and a soaking plate 6, and a lining sheet 8 attached to lower faces of the bases 10-18 to close bottom sections of the pipe receiving grooves 2.
