PROBLEM TO BE SOLVED: To solve a problem that, in a prior art, when a hot water floor heating mat is rolled up, a radiating tube inserted to a portion intersecting with a fold is forcedly bent and the bent portion is buckled and not restored to an original shape immediately, obstructing smooth laying work, and in severe cases, the portion is deformed or broken. SOLUTION: Radiating tube laying grooves 11 releasing heat and circulated along a laying route pattern are cut on the surface of a base board 1, and slits 2 connected and disconnected in intersections 22 with the laying radiating tube 13 and crossing the board in parallel along the row of the radiating tube laying grooves are formed.
