PROBLEM TO BE SOLVED: To improve a technology relating to a layered structure and a membrane. SOLUTION: A method of separating carbon dioxide from a gas includes the steps of: reacting a carbon dioxide-containing gas with hydroxyl ions or water to generate carbon-containing ions; and carrying the carbon-containing ions through a semi-permeable membrane containing pH buffering groups sufficient to reduce the ion current density of at least one of protons and the hydroxyl ions relative to the ion current density of the carbon-containing ions. The pH buffering groups are subjected to a step of being segregated within the membrane and to a step of being reacted with the carbon-containing ions after being carried through the membrane to provide carbon dioxide.
