<P>PROBLEM TO BE SOLVED: To provide an image forming method, an image forming apparatus, and a process cartridge capable of dealing with cost-reduction/downsizing/speeding-up and stably producing quality images without producing foggy or hazy images. Ž<P>SOLUTION: An image is formed through a series of processes such as a charging process, an exposure process, a developing process, a transfer process and a fixing process, using an image forming apparatus including an electrostatic latent image carrier 1, a charging roller 2 having a ten-point average surface roughness Rz of 5-30, an exposure device 4, a developing device 5, a transfer device 6 and a fixing device 9. Toner used in the developing process includes a binder resin, a colorant and a release agent, and an external additive which is a composite oxide having a core-shell structure formed of a core including titanium oxide in an amount of 80-95 wt.% and a shell including silicon oxide, wherein the composite oxide has a BET specific surface area of 50-100 m<SP>2</SP>/g.
